The post is part of Forest Enterprise England's Central Forest District team and will be based at Delamere (Cheshire), or Cannock Chase (Staffordshire), a sub - office of the District headquarters at Sherwood (Nottinghamshire). The District is led by Forest Management Director, Paddy Harrop, directly employs over 140 staff and manages approximately 30,000 hectares of The Public Forest Estate.

The Central Forest District team is responsible for the management of public forest estate in the Midland counties of England; a really diverse territory with many challenges. An annual harvesting programme of around 140,000 cubic metres combined with an extensive recreation profile puts civil engineering at the centre of our operations.

The Civil Engineering professional group comprises 20 staff deployed across the 6 English Forest Districts. Their overriding objective is the provision of a coherent, customer-centred, professional service across the public forest estate. Policy and application of standards within the discipline are managed through the Head of Profession who is part of the National Office team based in Bristol. The annual Civil Engineering budget in the District is over £1 million and includes an extensive requirement for bridge & dam works, road network upgrading, recreation trail works, repair and maintenance.

Purpose of the Job

To assist in the project management and supervision, reporting to the District's Civil Engineer, of a major Visitor Centre Development in the North West, and support the delivery of other Civil Engineering works throughout the Central England District.

Visitor Centre developments:

Planning permission has been granted for a new multimillion pound visitor hub at Delamere Forest, including car park, trails, timber framed building and associated infrastructure. For the delivery of this the successful candidate will be responsible for the day to day on site delivery of the project, including NEC3 contract supervision, health &safety and technical Civil Engineering input. The scheme is currently at feasibility stage. This project is supported by a Project Officer and Client who will assist with the management and coordination of information.

Other Civil Engineering works:

Central England District contains in the region of 1000km of engineered tracks, including; forest roads, extraction tracks, recreational trails, and mountain bike trails, over 100 bridges, around 60 dams, 11 of which fall in the all reservoirs act, 7 commercial visitor centres & over 50 free car parks, which equates to 4100 car parking spaces, and there are also considerations such as slope stability. All infrastructure requires annual inspection and maintenance along with construction of new facilities to facilitate haulage of harvested timber, commercial recreation, and community benefits. The successful candidate will assist the District Engineer with the inspection & maintenance programme, putting together packages of work, and supervising the subsequent on site works.

Key Work Areas

• Fulfill the role as NEC3 Project Manager and Site Supervisor.

• Monitor adherence to specification, quality of delivery, and H&S management of contracts and address any shortfall.

• Assess and process compensation events and early warnings through the contracts, advising the relevant project team of cost and time implication.

• Assist the Head of Civil Engineering and District Engineer in fulfilling the Client role under CDM2015.

• Be aware of, and manage accordingly, the need to engage positively with other stakeholders including the rest of the project team throughout the contract period.

• Encourage and promote a safe working culture through regular monitoring and recording of contractor Health and Safety performance.

• Putting together mini tenders, these will be let through the Forestry Commission Civil Engineering framework contract.

• Inspect assets across the Central District.
