The council has a rare opportunity for a Programme Manager to join their Major Projects and Strategic Transport Policy Group as part of the leadership team. The team is responsible for all capital highway schemes, over 170 structures, 20 kilometres of coastline, all traffic signal locations and street lights within the Borough along with providing the management of five NEC3 highways contracts.

Your new role

Reporting into the Group Manager, your new role will vary enormously, with responsibility for a range of high-profile highway projects as well as managing the engineering team.  The post holder will provide essential programme and project management skills to the team, will manage the delivery of infrastructure improvements and coordinate the development of plans, policies and strategies in line with agreed DfT, EA, EU or local targets.  One of the key responsibilities will be to carry out WebTAG compliant business cases to successfully raise acquired finances, with a strong focus on stakeholder delivery and ensuring future bids are managed effectively.   The Programme Manager is also responsible for managing contractors using both the NEC3 Term Service and Engineering Construction Contracts and producing reports to monitor spend against budget.

This is a varied and challenging role that will enable you to oversee projects running from cradle-to-grave, ranging from £1,000 to multi-million pounds.  Southend-on-Sea successfully deliver the majority of projects they design with current projects including the Southend-on-Sea Better Queensway regeneration, various highway improvement schemes, innovative sustainable travel projects, and European Union funded public realm and drainage schemes. 

What you'll need to succeed

You will possess strong technical capabilities in highway design and will have extensive experience in planning and managing a range of projects including highways improvements at a strategic level within local government or the private sector. You will possess strong contracts management experience with exposure to the NEC3 suite whilst defining the acceptable risks to resolve those programme/s. You will need to have a civil engineering qualification and a chartered status is desirable but not essential.
