We currently have 2 Civil Engineer posts available, 1 post will be based within our North Region at Inverness or Golspie and the other post based within our West Region at Lochgilphead.

Background Information:

Forestry and Land Scotland (FLS) is an agency of Scottish Government and manages the NFE. We manage land on behalf of Scottish Ministers and serve as part of the Environment and Forestry Directorate of Scottish Government.

North and West Regions are two of five management regions within FLS that deliver the management of the NFE. The regions are situated in some of the most spectacular scenery in Scotland and are characterised by rugged landscapes, high mountains and well defined lochs and glens.

The Civil Engineering Team is responsible for planning, designing and managing a network of forest roads and other infrastructure, including bridges and quarries. The forest road network supports management of the land, in particular the harvesting and marketing of timber.

The civil engineering programmes within the regions are both varied in objective and scale. They include new forest roads and upgrade projects, forest road maintenance, bridge installation and maintenance, Quarrying activity and management. All of the above require delivery in line with planning, procurement, delivery, contract management and review processes.

Purpose of the Job

You will support the Area Civil Engineer with the planning, implementation and control of civil engineering work. This will include ensuring the activities are carried out in accordance with statutory regulations, financial controls, technical, health, safety & environmental standards. You will manage projects from concept through design, construction and operation.

As you would expect, Health and Safety protocols are an important part of the role.  As such, you will contribute to the regional and functional health, safety and wellbeing programmes for team members leading by example and motivating others to ensure that standards are maintained, often in challenging environments. 

You will promote a Safety First culture delivering enhanced safety and environmental standards on safety, health and environmental issues and provide advice to the team and support them on decision making where the situation is unusual or complex.

The key responsibilities for the role will include:

  • Actively contribute to the functioning of the civil engineering team;
  • Engage with members of the public including responding to queries and complaints;
  • Work with contractors and workers;
  • Planning and designing of works;
  • Provide options, technical advice & cost estimates for proposed projects;
  • Prepare Site Plans, Risk Assessments and other project documentation;
  • Plan and programme civil engineering works to meet organisational objectives particularly the harvesting of timber;
  • Design and layout forest roads and associated drainage;
  • Plan and designing improvements and maintenance of forest roads;
  • Commercial management of works;
  • Prepare contract documents for NEC3 Term Service Short;
  • Contracts and Engineering and Construction Short Contracts;
  • Manage competitions through Public Contracts Scotland Quick Quotes system;
  • Engage with the range of people that make up the multi-disciplinary regional team;
  • Work to Scottish Government and organisational guidance on procurement and contract management for civil engineering works;
  • Manage works contracts for roads construction, upgrades and maintenance;
  • Record site diaries and issuing contract correspondence;
  • Authorise contractor invoices for payment;
  • Carry out regular visits to active sites;
  • Carry out site checks and audits using checklists; and
  • Use site visits and audits to prompt discussion on Safety and Health and Environmental Performance.
