The Traffic, Transport & Development team is part of the Highways and Engineering department which sits within City Services. Highways and Engineering is made up of approximately 140 people and is spread across six service teams.

Your new role
As the Traffic, Transport & Development Team Manager you will be reporting to the Highways and Engineering Manager and responsible for the management of up to 9 members of staff from Senior Officers through to Clerk of Works. You will be responsible for the approval, implementation and supervision of highway engineering schemes by developers within the City; administering and managing Section 38 and 278 agreements with developers; transport assessments; managing the engineering requirements relating to traffic and road safety including accident investigation and improvement options; providing robust team management to all the areas within the postholders control; and managing offsite highway improvements.

What you'll need to succeed
To succeed in this role with Newport City Council, you will need to hold a recognised qualification in an appropriate engineering discipline at a minimum of HNC level or equivalent; have extensive knowledge of the specific legislations, statutory duties, codes and practices, health and safety and conditions of contracts; knowledge and experience of functions including highway engineering, planning and development and transportation; knowledge of Local Government services and Streetscene service delivery; and experience in project and people management with a working knowledge of methodologies. You should also have the ability to manage complex and responsive services, developing and immediate solutions to ensure the City's competing demands are met; ability to lead, motivate and develop staff and stakeholders in a performance focussed culture; ability to represent the Council at all levels in relation to the posts area of responsibility; and the ability to communicate confidently and effectively to a wide range of colleagues, stakeholders and partners.

What you'll get in return
This is a Grade 10 role and will therefore be offering a salary of between £37,849 - £40,760. You will be entitled to 27 days annual leave plus all bank holidays. Annual leave will increase with length of service to a maximum of 32 days plus bank holidays. After joining Newport City Council you will be eligible to be members of the Local Government Pension Scheme.

Your working hours are 37, how you make up this time is up to you. Newport City Council operate a flexible working system where time worked is logged on an electronic booking system giving you the option to spread your hours across the week to suit you. There is also an option to work from home, at your managers discretion.
