Role Purpose

  • The role is to assist senior colleagues within the Integrated Engineering team in achieving Natural Resources Wales’ policy and targets in Wales, through the supervision of NRW and contract resources. Assist in the planning of upcoming works required to meet stakeholder’s expectations, and in monitoring construction and budgetary performance of these projects.
  • Responsibly manage the regional allocated budget circa £1.4m. 
  • Delegated spend authority of £100,000. 
  • Act as framework contract manager for all regional contracts raised. Issue Early Warnings, agree Compensation Events, valuations and defects lists, sign off works on completion as per the NEC3 contract procedures. 
  • Lead on the delivery of the annual primary and secondary infrastructure programmes required to deliver the NRW Timber Marketing Plan. 
  • Provide professional advice on engineering and technical issues to gain consistent, practical solutions and value for money in the delivery of the forestry and flood risk management engineering work. 
  • Produce and manage a programme to identify strategic quarries and anticipated stockpiles to ensure there is aggregate to deliver primary and secondary forest infrastructure. 
  • Act as ‘Principal Designer’ or as advisor to client for CDM 2015.  
  • Understand and apply current legislation, rules and procedures relevant to the job. 
  • Produce and manage the production and on-going review of flood incident response procedures. 
  • Participation in cross-team working and stakeholder engagement to establish partnerships in the delivery of NRW objectives is an essential component of the role. 
  • Encourage and develop a safety conscious culture within the team to deliver work programmes without risk to the health & safety of the team or any other individual, and to help deliver safe engineering operations. 

Qualifications and Skills

  • You will have a degree in a relevant subject, ideally a technical discipline, or have the equivalent level of knowledge.
  • Quarry Manager Duties; the position will ideally hold a SHE Quarry management NVQ level 4 or, with some previous experience, aim to achieve this qualification within 5 years of taking up post with support from NRW. 
  • Competent and experienced in CDM 2015.  
  • Recognised industry standard health and safety card, e.g. ‘CSCS’ or similar. 
  • Competency in ground engineering design and construction across a variety of conditions.
  • Competent and experienced in NEC ECC forms of contract – discharge the duties of project manager under NEC ECC. 
  • Experienced user of technical design packages, For example GIS, AutoCAD. 
  • Specialist knowledge of flood risk management, drainage and water management to comply with Forest & Water guidance, NRW policy and the Water Framework Directive.   
  • Competent designer of forest and flood risk management infrastructure. 
  • Knowledge of relevant environmental considerations; habitats, conservation EPS. 
  • Knowledge of concrete and timber construction methods e.g. bridges, tidal outfalls. 
  • Knowledge of mobile GPS surveying, to be used in planning works, providing principal setting-out points and general surveying. 
  • Knowledge of H&S best practice, ideally holding a NEBOSH certificate in construction safety, ensuring the provision of safe working practices to comply with NRW policy and standards.
  • Member of professional body e.g. ICE. 
  • Full UK driving licence.
