The Repository Development Programme (RDP) is LLWR’s biggest programme and a nationally significant project based near the Lake District, spanning more than 30 years. The programme will deliver the required engineering to construct and safely close the UK’s Low Level Waste disposal facilities, a truly unique and exciting undertaking. The RDP will be delivered in phases; the first phase has now started and a two year civils contract has just commenced to deliver key infrastructure elements on the Low Level Waste Repository Site, such as construction compounds, haul roads, material stockpile areas and drainage lagoons, that will allow the final cap over waste disposal vaults and legacy trenches to be constructed. Parallel to the physical works, design work is ongoing to establish detailed technical solutions for the final cap design.

LLWR are looking for a chartered senior civil engineer to provide design and engineering leadership on RDP; a high caliber individual with relevant experience with significant geotechnical experience. The candidate should have demonstrable experience of coordinating multiple interlinked design packages with external consultants to deliver acceptable designs and construction quality.  This is a permanent position with exceptional benefits. Background Information

The Low Level Waste Repository (LLWR) has been in operation for over 50 years providing an essential service by managing the UK’s low level radioactive waste.

Under the management of UKNWM which consists of AECOM, one of the world’s largest firms in the construction and engineering sector, Studsvik UK, who provide recognised expertise in the treatment and management of nuclear waste and Orano, the world’s largest nuclear service provider. We manage the national Low Level Waste Repository in West Cumbria and oversee a national Low Level Waste programme to ensure that lower activity waste is managed effectively on behalf of the Nuclear Decommissioning Authority.

Role Description

To lead the Repository Development Programme (RDP) Civil, Structural and Architectural (CS&A) team of engineers.

To be responsible for the day-to-day management of RDP engineering designs and engineering substantiation that will support LLWR site closure, including providing the details required to enable the effective construction of the various optimised engineered features assumed in the Environmental Safety Case.

Duties

  • Day-to-day leadership of all aspects of RDP design and design changes;
  • Development and formal  acceptance of RDP supply chain drawings and technical deliverables;
  • Delivery (with the supply chain) of engineering deliverables to allow solutions for Vault 8 Closure;
  • Assessing with the Closure Engineering Manager which of the RDP deliverables are ESC critical and ensuring these are subject to final acceptance by the Closure Engineering Manager and/or Head of Engineering;
  • Supporting the ESC team and Closure Engineering Manager in providing relevant RDP data for ESC development work;
  • Development of Best Available Technique (BAT) and optimisation studies for RDP, including providing the details required to enable the effective construction of the various optimised engineered features assumed in the ESC.
  • With the RDP Project Engineering Manager, specification of engineering design requirements to support RDP activities; ensuring clarity and accuracy of functional and technical specifications and scopes of work provided to supply chain organisations;
  • Inputting to and reviewing work packages, tender selection, and tender submissions for procurement of RDP related engineering services;
  • Identification and management of design, engineering and technical risks that affect delivery of RDP;
  • Leadership of RDP related drawing quality and registry/archive of RDP engineering records;
  • Management of RDP BIM and 3-D models/data;
  • Ensuring that discipline team members are aware of and understand relevant Legislation, LLWR and project-specific policies, procedures, and design issues

Essential Skills / Qualifications

  • Accredited by an appropriate professional institution (i.e. Chartered Engineer).
  • Relevant experience acting in a CS&A design and engineering management leadership role.
  • Experience in working with supply chain contractors.
  • Demonstrable experience in the production, checking and approval of engineering deliverables.
  • Detailed knowledge of industry consensus standards, processes, procedures and methods relevant to the CS&A area.
  • Working knowledge of Design Authority and the role of the CS&A Project RE in executing this accountability. 
  • Working knowledge of the Intelligent Customer concept and the role of the CS&A Project RE in executing this accountability. 
  • Proven ability to manage and prioritise own and team workload against multiple stakeholders and competing priorities.
  • Can demonstrate having the ability to proactively engage and impact on others and work effectively as part of a wider team.
  • Ability to ensure minimum standards and fundamental process requirements are maintained when under pressure to deliver and ability to challenge others at all levels of the organisation.
  • Excellent verbal and written communication and presentation skills.
  • Proven experience in the production of high quality technical reports, specifications and engineering documentation.

Desirable Skills /Qualifications

  • Construction management knowledge and experience.
  • Experience in general project management areas, work planning and schedule/programme management.
  • Experience in and knowledge of BIM.
  • Working knowledge of CDM and its application to projects.
