We are seeking an experienced drainage engineer to work in our friendly Special Maintenance team. This post is equally focused on foul and land drainage so experience of both would be preferable. Candidates should ideally have a degree in a relevant subject, but candidates with a HND/significant relevant experience in either discipline will be considered as training/mentoring can be provided. What is essential is a positive attitude to your work, being a good communicator both written and verbal, and the ability to work well within a close knit highly responsive team.

You will be carrying out drainage consultations for the Development Management team on planning applications advising on land drainage issues ( flood risk assessments, flood risks, surface drainage, techniques, SuDS, groundwater ) , as well as foul drainage ( connectivity, capacity, treatment types, drainage fields, ground water, discharge consents  ) to meet building regulations and the national planning policy framework guidelines. You will give policy and practical advice to other colleagues, members of the public, members on the planning committee, or occasionally speaking at public events.

You will assist the council to discharge its riparian duties by helping the Special Maintenance team maintain a regime of inspection, recording and management of the River Itchen as it flows through the city. Liaison with adjacent riparian owners, or other drainage stakeholders such as Hampshire Highways to improve land drainage, will also be an element of this role. You will help design, specify and implement capital works related to rivers and drainage projects within the constraints of the approved budgets, and provide the necessary support for any capital funding requests, this could involve schemes up to around £500k . You will help monitor weather warnings, provide advice to emergency planning teams as appropriate, and will keep up to date with professional training and current land drainage legislation. This role will involve occasionally getting into rivers to identify problems, or to assist with routine inspections/maintenance.

You will assist the foul drainage technicians who directly maintain the councils 43 sewage treatment works by co-ordinating the effluent sampling process, and by managing the capital uplift program. This will involve working with the technicians to identify a suitable uplift/replacement program within the specified budgets, you will design and specify the required works, undertake the procurement process, and implement the subsequent capital works by project managing the contractors to completion.

Typically these would be schemes in the £15k to £80k bracket but could go to £200k. This work will also involve close liaison with the EA over discharge consents/permits.  

Site visits will occasionally be undertaken which requires the applicant to have a driving licence and vehicle, therefore this post qualifies for the essential car user allowance. Acting as a front line responder in severe weather events is also a requirement of the role, helping to co-ordinate flood responses, snow/ice, storms, therefore there will occasionally be weekend/evening working for which overtime is payable.

Being a senior role within a small reactive team there will be work elements to assist the wider team such as assisting colleagues with site visits, surveys, site checks, supervision of contractors, samples, financials and general admin, therefore wider maintenance experience, especially experience of working in local government, could well be beneficial in your application.
