  • Location: Tŷ Cambria, Cardiff. Post holder will be expected to work from our Cardiff office for 3 days per week with the remainder being flexible in terms of location. As a Monitoring & Forecasting Duty Officer the post holder will also be expected to attend the flood incident room in Cardiff during significant flood events.
  • Grade & Salary: G8, £44,842 to £49,525. Salary on appointment dependent on knowledge, skills and experience of the successful candidate

  • Work pattern: 37 hours, Monday to Friday with out of hours work on flood incident duty standby rota (approximately 1 week in 6)

Role Purpose

To lead the development and implementation of NRW's flood forecasting strategy. To lead and manage a team of flood forecasting specialists to deliver an effective, resilient, sustainable and professional flood forecasting service for locations at risk of river and coastal flooding across Wales.  To ensure our flood forecasting service is risk-based, efficient and tailored to the needs of internal customers, professional partners and local communities in Wales. To secure, maintain and improve the delivery of business-critical services we deliver in partnership with other UK flood agencies, including the Flood Forecasting Centre and UK Coastal Flood Forecasting Partnership.

Qualifications and Skills

  1. Relevant degree or equivalent technical knowledge and understanding gained from career experience relevant to the role. 
  2. Experience of using flood forecasting services and systems during flood incidents or equivalent experience in flood or water management service delivery; 
  3. Able to present complex information and summarise key business issues in a clear understandable form to senior managers and external stakeholders; 
  4. Budget and project management skills suitable for managing, or making a significant contribution to capital and revenue projects related to real time model development, testing and post-event analysis;
  5. Experience of influencing the strategies and development plans of internal and external stakeholders;
  6. Able to demonstrate a personal mindset of continuous improvement and customer care; 
  7. Strong interpersonal skills, including experience of establishing and maintaining strong networks across teams;  
  8. Strong decision-making, analytical and problem-solving skills including identifying problems early, reviewing evidence, identifying gaps, developing solutions and consulting appropriately; 
  9. Able to work independently, demonstrating innovation, initiative and an ability to develop, or be receptive to, new ideas and creative solutions;  
  10. Experience of leading, managing, motivating, developing, coaching and mentoring staff including team management;  
  11. Experience in use of specialist ICT applications, including flood forecasting systems.
