The challenge

We are the Environment Agency. We protect and improve the environment.

The nation’s investment in flood and coastal defences has helped to protect properties and reduce the impacts of flooding on lives and livelihoods. Between 1 April 2021 and 31 March 2027, the government is investing a further £5.2 billion in reducing the risks of flooding and coastal erosion. Alongside the construction of hard flood defences, our programme will seek to incorporate natural flood management and climate change allowances into the design of our schemes as well as create habitats for wildlife.

Each of our 14 regions has its own Programmes team, which works in partnership with local authorities and other organisations to balance the risk of floods and coastal erosion with supporting economic growth, the wellbeing of our communities and the environment. By adding local insights to the development and planning of work, you’ll be helping to protect people, property and the environment from the challenges of global climate change. Your skills have never mattered more.

The role

As an organisation tackling the effects of climate change, we’re keen to manage and reduce our own carbon budgets while maintaining a focus on value for money. Joining the Cost and Carbon team, you’ll help us align cost, carbon and efficiency and find commercial advantages in doing so. Gathering evidence and supporting carbon and cost quantification, you’ll work with proprietary Environment Agency tools such as the Project Cost Tool and ERIC whole-life carbon planning tool.  You will also develop sound methodologies and assure client-set targets for contracts.

The person

Your estimating expertise and commercial intelligence will influence decision-making on a wide range of projects.  Most likely with a background in construction, infrastructure engineering or civil engineering, you’ll be familiar with NEC3 and NEC4 contract standards and will have experience of cost and carbon estimation and target setting for both Professional Services Contracts (PSC) Engineering and Construction Contracts (ECC). Excellent Excel, finance and commercial skills are essential. Experience or training in carbon management such as the IEMA Certified Carbon Management Course would be useful, as would accreditation with the Association of Cost Engineers (ACostE).
