We are looking for a dynamic structurally competent and relevantly experienced Engineer to head up and lead our Structures Technical Approval and Compliance section  as part of the Bridges and Structures Team, ensuring that the Authority is meeting all of its structural statutory duties in relation to any proposed new structural developments and structural licensing requirements within the City, ensuring compliance with the Technical Approval TA process thereby becoming the Councils technical expert in this critical statutory duty.

This Technical Approval and Compliance Statutory function is fully embedded within the Bridges and structures team and will be key to help keeping our spectacular ever changing and developing City and waterfront safely on the move, both from a maritime and Highway perspective.

The Highways Maintenance Group within the Transport Service is at the very forefront of the efforts being made by the City Council and other stakeholders to improve maintain and develop the transport service in our City, for the benefit of its citizens, businesses and visitors. Key to this is the effective insurance that all new proposed structural developments or improvements within the City and having an impact on the highway network are always fit for purpose and comply to all relevant technical standards, by ensuring compliance with the required Technical Approval standards for acceptance.

You will also have responsibility to ensuring that the Council is meeting its statutory highway duties in relation to managing and overseeing programmed cyclical structural inspections of all its Highway structures through appropriate Asset Management inspection regimes and ensuring continuing compliance for all structures asset base data and inspection data, by managing a small Bridge inspection and Structures asset management and licensing team.   

The Highways Group also delivers its own structures Capital Works programmes, supports other City Council initiatives and major projects, and provides expert technical structural advice and front-line support to both internal and external agencies and individuals. There is considerable passion, technical experience and expertise within the Group to shape the future wellbeing, success and prosperity of our City.

Highway Maintenance Service consists of 5 Teams covering the City: Area Highways Team, Strategic Highways Team, Bridges and Structures Team, Highway Electrical Assets Team and Assets and Contracts team. Each Team is managed by a Team Manager.

You should have appropriate structural qualifications or relevant previous technical experience along with appropriate relevant experience in the Approval in Principle (AIP) - CG300 Technical approval process and TA procedures as well as a general knowledge and awareness of the general structural requirements of the 1980 Highway Act in relation to highway structures statutory licensing to support the Bridges and structures team.

You will have relevant experience of structures programme delivery, design calculations and compliance, delivering continuous performance improvement and the focused delivery of departmental and corporate priorities.

The role would suit a person who is a structures civils specialist with relevant experience of Highway structures technical approval and who thrives on responsibility, continuous performance improvement and customer focus.
