Summary

The primary role of an Engineering Manager focuses on the technical aspects of construction.

The Engineering Manager will report to the Area Lead Engineering Manager. (Asset Protection and I&M)

The Engineering Manager (AP and I&M) will lead the Asset Protection and I&M teams and will be responsible for the Asset Protection and I&M works within Area Central

The role requires the management of the ground movement assessments that impact 3rd party assets and the consequent assessment, design and installation of required mitigation measures alongside the assessment of requirements for I&M in addition to oversight of the installation and reporting of the instrumentation and monitoring outputs.

The Engineering Managers maintain a position that is independent to the delivery team, in order that they can provide independent judgment and intervene, if necessary, to stop works in the case of significant change or adverse effects to 3rd party assets or permanent or temporary works from construction methodology, sequencing, temporary works or if excessive ground movements or structural movements are indicated.

The role provides further opportunity to support the Engineering Manager responsible for ground treatment, grouting and dewatering



Main Responsibilities

This role will principally cover the following areas and the Engineering Manager (AP and I&M) will:

  • Manage the SCS Area Asset Protection Team responsible for the 3rd Party Asset Protection measures and the SCS Area I&M Team responsible for the management of I&M planning, installation and reporting
  • Liaise with the SCS core Asset Protection Lead and I&M Coordinator
  • Lead regular technical and managerial meetings with specialist design, construction and monitoring teams of both contractor and client and any related 3rd parties
  • Package management for design consultants undertaking GMA refinement exercises and mitigation optioneering and design
  • Be responsible for the assessment and selection of mitigation measures for related 3rd party assets affected by ground movement
  • Review SCS's Designer's Ground Movement Assessments (GMAs) to confirm they meet with requirements and approve or advise accordingly
  • Collaborate with designers, specialists, third parties and delivery teams to identify most appropriate solutions
  • Identify opportunity to innovate and rationalise mitigation measures
  • Verify the I&M arrangements in Designers Monitoring Plans (DMPs) are suitable, appropriate and sufficient to meet the requirements of the specification, identifying any further I&M requirements that are required due to change in circumstances or methodology and for any further or additional construction requirements, particularly for temporary works and related scenarios, and approving the Contractors Monitoring Plan (CoMP) for implementation.
  • Liaise with third parties (NR, TfL, Asset Owners) to ensure Monitoring Plans are acceptable
  • Ensuring appropriate action is taken in response to ground movement and/or damage to 3rd party assets, including utilities, sensitive buildings and rail infrastructure by chairing response meetings with construction teams, designers and 3rd parties
  • Be responsible for the production and management of Monitoring Action Plans (MAPs) for use when alarm triggers are breached
  • Agree methodology of data collection (e.g. automated v manual) dependent on construction stages, risk profile and site logistics etc
  • Liaise with design, construction and I&M teams to ensure requirements are installed, commissioned and operational prior to construction activity
  • Manage and chair Shift Review Groups (SRGs) reviewing I&M data against construction stages.
  • Review the monitoring data to identify warnings of movement
  • Ensure TW design briefs refer to related Ground Movement Assessments (GMAs) and I&M requirements identified and assist in production of GMAs for additional temporary works
  • Being a member of the Engineering Management team provides opportunity to contribute into other aspects of this discipline and provide direction advice and support to the design and construction teams as appropriate.
