Team information
The team manages the governance around our regulatory processes allowing us to hold Network Rail and the railway industry to account for compliance with key obligations.
Job Purpose
The Head of Interoperability and Rail Vehicles Engineering leads a team that provides rail vehicles engineering expertise, support and guidance across ORR in its role as a combined economic and safety regulator. Members of the team work closely with colleagues across all ORR’s various directorates, the Department for Transport and a wide range of industry stakeholders, including those in Europe. As manager of this team it is necessary to take a lead on policy for matters pertaining Rail Vehicles and the broader Interoperability Regulations.
Key Responsibilities
Your key responsibilities, although not exhaustive, will include:
- Carry out assessment of and lead Interoperable Authorisation projects and
- Authorisation applications;
- Provide support in relation to other ORR Statutory Work, such as Entities in Charge of Maintenance (ECM), Vehicle Exemptions and Safety Certification assessments;
- Perform inspection of vehicles to assist with ORR delivery plan work;
- Provide support to ORR investigations. Occasionally this may include taking the formal role of an Expert Witness;
- Review Rail Accident Investigation Branch findings, recommendations and responses, ensuring duty holders take effective action to achieve timely closure of recommendations;
- Provide technical input into answering public and ministerial enquiries relating to rail vehicles;
- Contribute to the review, development and application of relevant European and national technical standards;
- Represent ORR at professional forums with industry where required;
- Maintain technical expertise in your own specialist area, likely to be, for example, either mechanical (structures, braking, wheel/rail interface, doors); or electrical (power systems, control systems, interference); and
- Share rail vehicle engineering knowledge with colleagues across ORR to support training and development activities.

Experience
Working knowledge of health and safety regulations and interoperability regulations, a proven team manager.
To manage a multi-disciplinary team that deliver outputs internally and externally to prescribed service levels.
Technical
Knowledge of Interoperability Regulations from either a rolling stock or infrastructure perspective.
Mandatory Memberships
Chartered or working towards chartered status
