Your new company
The London Borough of Merton has a long history of focusing on energy saving and climate change action across our estate. Since 2009 they have reduced their carbon emissions by 35% and continue to seek to lower them still further. In this time, they have implemented many schemes to cut the energy use including upgrading building lighting, improving heating systems and installing insulation across many buildings and commissioning over 2 MWp of solar PV panels across over 40 sites. Merton declared a Climate Emergency in July 2019, with universal support from Councillors in the borough. Under the declaration the council has pledged to make every effort to become a carbon neutral organisation by 2030. The council's actions will involve work to reduce and decarbonise the energy used in all its 340 buildings, transport and contracted out services.

Your new role

You will manage the Council's decarbonisation agenda with respect to operational buildings. You will have the chance to shape the Council's decarbonisation agenda going forward. Contribute towards tackling Local Authority carbon emissions and build working relationships with stakeholders across the council. To be successful you will have to develop a strategy to deliver on the Council's 2030 climate emergency target. Taking a key role in the Council's work toward delivering on its net zero aspirations this will entail identification and of delivery of complex projects involving co-ordination with consultants and contractors, financial and project planning, customer liaison and quality control. As a surveyor you will be responsible for collecting energy data from operational council buildings based on smart meter data and you will be responsible for providing feasibility studies and design solutions for decarbonisation and minor energy efficiency works and ensure the councils budgets and resources are optimised to best effect and progress is made towards the councils Climate Emergency Targets in the most efficient manner possible.

What you'll need to succeed

  • Experience in working as a surveyor with a keen interest in sustainability and carbon reduction. You will need experience across a range of property portfolios, preferably including public sector although as long as you have a thorough knowledge of statutory standards for the management and maintenance of public buildings that will be sufficient. Knowledge of procurement processes, relevant legislation and best practice, and of how these are applied to construction contracts. A detailed knowledge and understanding of the issues surrounding climate change, energy management, environmental sustainability and carbon reduction. You will also need an understanding of the Contract role of relevant statutory bodies and utilities providers, and the ability to liaise with them effectively in relation to the decarbonisation of the council's corporate buildings. An understanding of the processes of construction and building maintenance and the ability to plan and manage programmes of building works and a demonstrable commitment to tackling issues of sustainability, especially carbon reduction. Ideally you will be Degree qualified or equivalent appropriate technical qualification at a higher level, such as BTECH HNC/HND in a construction related discipline. You will also be working towards membership of a recognised relevant professional body, such as Royal Institute of Chartered Surveyors (RICS); Chartered Institute of Builders (CIOB), or Chartered Institution of Building Services Engineers (CIBSE) etc
