Your new role

Support the General Manager by providing technical, operational and analytic support for all building services maintenance related issues, both in 'Design for Management' and day to day operations
To lead the operational Engineering Services for the property comprising:

* Technical maintenance (including Mechanical & Electrical Maintenance)
* Vertical Transportation (VT) Maintenance

To work with the Procurement Hard Services Category Manager, the supply chain, Head of Engineering, preferred Consultants and the senior London FM team to develop, implement and review procurement and supply chain management strategies for the above categories, including the development and setting of 'best in class' standards and contribute to a best practice Engineering service within the London region
To provide centre of engineering expertise on supplier relationship/performance management and key developments within the above categories as they impact the site

Key Responsibilities and Deliverables:

* Through a detailed understanding of Engineering issues, provide sound advice and support to the property taking into account legal and regulatory requirements, operating procedures and industry best practices, supply chain capabilities, impact of new technology and changing client/tenant demands
* Act as the property Engineering 'expert' in regard to operational issues, and co-ordinate/support a 'solutions' team comprising, but not limited to, PAM Head of Engineering, our preferred consultant representatives, and a senior member of the preferred supplier, to identify the actions required and to agree the rectification programme
* Monitor and analyse supplier performance in order to identify trends likely to indicate poor performance or supplier excellence including the quarterly management of Key Performance Indicators ("KPIs") and the associated Performance Measurement System ("PMS")
* Collaborate with the preferred supplier(s) to identify cost saving and service/value improvement opportunities
* Be familiar with new technology, especially in relation to developments that will improve the sustainability credentials of the property
* Liaise with the PAM Engineering team in regard to the preferred framework supplier relationships for the London Region, to assist in meeting Supplier Engagement objectives and acting as a point of escalation where required
* Establish and maintain the highest quality Health & Safety regimes for the property; Maintaining and keeping up-dated the Health & Safety Policy document for the property, which also includes liaising with external consultancies as required
* Assist in Liaising closely with and monitoring the requirements and intentions of building occupiers, to better understand their needs, improve the standards of service delivery and facilitate good tenant relations. Referral of specific issues to the GM if not able to be resolved at local level
* Develop and maintain close working relationships with the Regional Facilities and Asset Management teams and other internal staff
* Undertake regular inspections of the property to monitor servicing, maintenance and compliance standards; report to the GM on all relevant matters and action as appropriate. Undertake the following on a monthly basis
* Review the water hygiene log books, identify any non-conformances, and manage corrections through to completion
* Review the Fire Risk Assessment, identify any non-conformances and manage corrections through to completion. Checking that all statutory testing is completed in line with best practice
* Carry out 10% check on M & E monthly PPMs and external third party site visits. Ensure a complete audit trail is present for any identified works, Ensure that they are managed through to completion with the M & E supplier
* Furthering the opportunities and needs for life-cycle and planned maintenance of M & E and fabric maintenance for the property (PMP)
* With the approval of the GM identify, organise and manage minor building and services works to the property as may be required; assist in project management of major schemes as required, to minimise disruption to occupiers
* Establish and maintain proper records for the property, including financial, Health & Safety and Statutory requirements. Establish and maintain high quality health and safety arrangements, in accordance with best practice guidelines from central support under the internal Risk reduction programme. To ensure all risks identified in the independent Risk Assessment are properly addressed and to review risks as part of the internal audit process and Site Compliance inspections


What you'll need to succeed

* Educated to degree level or equivalent technical qualification
* Extensive experience of hard services operations or management
* Able to demonstrate a broad range of key engineering services management skills including negotiation, influencing, project management, change management and commercial acumen
* Provide support to the development of the regional and national procurement strategies for hard services, on an ongoing basis
* Good written and verbal communication skills
* Strong analytical skills and advanced knowledge of Excel
* Strong presentation skills and confidence to demonstrate competence and experience
* Proven experience of working with large and complex database systems
* Personable and able to form strong working relationships with internal and external stakeholders up to senior level
* Customer Service Skills
