Position:                                                      Senior Engineer

Reporting to:                                               Head of Civil Engineering Design

Location:                                                      Enniskillen

Salary:                                                          £42,315- £45,351 per annum (under review)

Hours:                                                          37 hours per week

 

 

OVERVIEW OF WATERWAYS IRELAND

Waterways Ireland is a cross-border Body, the largest of six North/South Implementation Bodies established under the British Irish Agreement of April1998. This Agreement was given domestic effect by means of the North/South Co- Operation (Implementation Bodies) (Northern Ireland) Order, 1999 and the British- Irish Agreement Act, 1999 respectively.

 

It is the cross-border navigational authority responsible for the management, maintenance, development and restoration of almost 1,100 km of inland navigable waterways and over 600 km of Greenways and Blueway’s principally for recreational purposes.

 

Waterways Ireland is responsible for a wide and diverse range of infrastructure assets including canals and canalised rivers, weirs, embankments, harbours, moorings, bridges, culverts, aqueducts, lock chambers, sluices, lock houses and other buildings.

 

 

 

Summary of Job

The successful candidate will be a member of a team based in Enniskillen that delivers engineering projects on Waterways Ireland’s navigations across the island of Ireland. He/she will be leading the development, design and construction of new and refurbishment projects associated with the inland navigable waterway system. He/she will be required to manage contractors and consultants employed by Waterways Ireland. He/she will be required to work with minimum supervision managing engineering staff and liaising and cooperating with staff in other divisions of Waterways Ireland and external stakeholders.

 

 

 

Key Activities

Civil / Structural Design and Management

  • Undertake studies and evaluations of projects and prepare associated recommendations and reports.
  • Develop design solutions and progress projects from concept to commissioning through feasibility, design, statutory approval, tender and construction stages.
  • Design projects to the appropriate legal and professional standards.
  • Develop designs and prepare drawings and technical specifications.
  • Prepare tender documentation and manage construction projects through the tender process ensuring compliance with procurement legislation.
  • Manage the delivery of construction works procured through contractors and ensure value for money.
  • Manage the commissioning and delivery of design, studies and reports procured through consultants and ensure value for money.
  • Work closely with the Head of Civil Engineering Design to effectively manage and deliver engineering projects to programme and budget.

Dealing with Environmental Issues

  • Take account of environmental legislation, directives and issues in the design and construction of projects.
  • Collaborate with Waterways Ireland’s environmental officers and external environmental bodies to ensure that environmental requirements are agreed and implemented.
  • Assist with the management and development of a network of hydrometric gauges to facilitate the management of water resources.

Health and Safety

  • Maintain a good knowledge of health, safety, and welfare legislation relevant to construction works and ensure compliance with health and safety legislation and best practice in all aspects of your work.
  • Consider health and safety when designing projects including implementing a design risk assessment process.
  • Contribute to and comply with Waterways Ireland’s Health and Safety policy and arrangements.

Strategic

  • Assist with Waterways Ireland’s policies, strategies, and standards, contributing to the creation of a shared aim for the Body and promoting business culture and values.
  • Provide information to allow financial and progress reports for projects under your control to be drawn up.
  • Assist with the development of, and implement, methods, processes, and systems to enhance productivity.

People

  • Always comply with the Policies & Procedures of Waterways Ireland.
  • Instruct, manage, and develop engineering and other staff working within the design team to enhance individual and team performance and meet business needs.
  • Operate Performance Management in relation to staff management and develop training programmes.
  • Work effectively with other members of the design team and other disciplines and units within Waterways Ireland.
  • Create, maintain, and enhance productive working relationships internal and external to Waterways Ireland.
  • Liaise with and build productive working relationships with community and local organisations.
  • Liaise and build productive working relationships with relevant statutory authorities and other stakeholders.

Other

  • Deal with any matter as requested by Senior Management and the Chief Executive.
  • Assist with queries forwarded to Waterways Ireland.
  • Represent Waterways Ireland at meeting /functions both during and outside normal working hours.
  • Complete all training as required by Waterways Ireland within specified timeframes.

PERSON SPECIFICATION

Candidates must be able to demonstrate that they meet the eligibility and essential criteria in their application form.

Eligibility Criteria

  • A degree (2.2 or above) in Civil or Structural Engineering which qualifies for full chartered membership of the Institution of Civil Engineers or Engineers Ireland, and Possess a minimum of 5 years relevant post qualification experience in the design and delivery of civil/structural engineering projects.
  • Possess a full driving licence and access to a form of transport which will permit travel throughout Ireland.

Essential Criteria

  • Possess experience in developing design solutions for engineering infrastructure projects. Possess an understanding of the key issues involved in design and construction in a water-based environment.
  • Possess experience of forwarding schemes through tendering procedures. Possess experience in contract administration, managing contractors and the management or supervision of construction works on site.
  • Possess experience in managing people resources and display excellent interpersonal and communication skills.
  • Possess good project management skills and experience of delivering multiple projects within agreed budgets and to demanding time schedules. Possess experience in managing safety during the design, construction and life of engineering projects. Be computer literate and possess competence in the use of Microsoft Office, AutoCAD and IT based surveying equipment.

Desirable Criteria

 

  • Be a Chartered member of a relevant professional institution. Possess experience of managing consultants to deliver design, investigations or studies. Possess experience of design & construction in environmentally sensitive locations.
