OVERVIEW OF WATERWAYS IRELAND

Waterways Ireland is a cross-border Body, the largest of six North/South Implementation Bodies established under the British Irish Agreement of April 1998. This Agreement was given domestic effect by means of the North/South Co- Operation (Implementation Bodies) (Northern Ireland) Order, 1999 and the British- Irish Agreement Act, 1999 respectively.

It is the cross-border navigational authority responsible for the management, maintenance, development and restoration of almost 1,100 km of inland navigable waterways and over 600 km of Greenways and Blueway’s principally for recreational purposes.

Waterways Ireland is responsible for a wide and diverse range of infrastructure assets including canals and canalised rivers, weirs, embankments, harbours, moorings, bridges, culverts, aqueducts, lock chambers, sluices, lock houses and other buildings.

SUMMARY OF JOB

The successful candidate will be a member of a team based in Enniskillen delivering engineering projects on Waterways Ireland’s navigations across the island of Ireland. He/she will be assisting in the development, design and construction of new and refurbishment projects associated with the inland navigable waterway system.

KEY ACTIVITIES

Civil and Structural design

  • Undertake surveys, inspections, studies, and evaluations and write associated reports. Prepare feasibility studies, designs, drawings, tenders, and contract documents. Supervise site works. Contribute to the delivery of the organisation’s capital works and maintenance programmes.
  • Contribute to the management and monitoring of projects within budget, helping to ensure they meet deadlines and pre-determined quality standards.

Dealing with Environmental Issues

  • Liaise with Waterways Ireland’s environment officers and external authorities to ensure that environmental requirements and best practice are agreed and implemented. Take account of environmental legislation, directives and issues in the design of projects.

Health and Safety

  • Understand health, safety and welfare legislation and best practice relevant to construction works and ensure that all activities for which you are responsible are compliant. Contribute to and comply with Waterways Ireland’s Health and Safety policy and arrangements. Take into account health and safety requirements and issues when designing projects.

Strategic

  • Assist with Waterways Irelands policies, strategies and standards; contribute to the creation of a shared aim for the Body and the promotion of business culture and values. Provide information to allow financial and progress reports for projects under your control to be drawn up.

People

  • Comply at all times with the regulations and standards of Waterways Ireland. Work effectively with other members of the engineering team. Supervise staff where relevant. Create, maintain and enhance productive working relationships internal and external to Waterways Ireland. Seek assistance from other members of staff when required. Liaise with other sections and disciplines within Waterways Ireland. Liaise with community and local organisations. Liaise with relevant statutory authorities.

Other

  • Deal with any matter as requested by Senior Management and the Chief Executive. Assist with queries forwarded to Waterways Ireland. Represent Waterways Ireland at meeting /functions both during and outside normal working hours. Complete all training as required by Waterways Ireland within specified timeframes.

PERSON SPECIFICATION

Candidates must be able to demonstrate that they meet the eligibility and essential criteria in their application and at interview. Desirable criteria may be used as necessary in the selection process.

Eligibility Criteria

•           *A degree (2.2 or above) in Civil or Structural Engineering which qualifies for full chartered membership of the Institution of Civil Engineers or Engineers Ireland, and

•      **A minimum of one year’s experience in a design office environment, and

•           A valid Driving licence and access to a form of transport which will permit travel throughout Ireland.

Essential Criteria

•      Possess knowledge and understanding of the issues involved in the field of  Civil/Structural engineering.

•           Possess knowledge and understanding of the construction procurement process through design, tendering and construction.

•           Possess knowledge and understanding of health, safety and welfare issues associated with the design, construction and life of projects.

•           Possess the ability to work under minimum supervision and to plan and organise himself / herself and others to deliver delegated work packages.

•      Be computer literate and possess competence in the use of ‘Microsoft Office’ and ‘Autocad’ and IT based surveying equipment.

•      Possess excellent interpersonal and communication skills.

•      Possess good problem-solving skills.

Desirable Criteria

•           Possess knowledge and understanding of the issues associated with construction in a water-based environment.

•           Possess knowledge and understanding of the environmental issues associated with construction in a water-based environment.
